Howdy fellow Ars readers, looking for some feedback on how to optimize a barracks network with a lot of moving pieces and limited bandwidth. I am the AIS guy for a small group (~50) of deployed folks. Bringing in commercial internet through a dish - monthly bandwidth capped at 200gb (nightly 5 hour free data window). Running a local Plex media drive for the guys.
Assets in place:
4x ASUS RT-AC66U (1 in router mode, 3 in AP mode) - 2.4ghz only
1x Cisco SG200-08P 8-port gigabit switch (more on order)
1x Qnap TS-470 - Media Drive
4x XBOX 360
1x Network Printer
-2x Roku 3s on order for Plex use with the TVs
XBOXs, printer, Qnap, ASUS APs all plug into Cisco switch.
Issues:
Rockstar gym motivation mp3. Network routinely choked with guys surfing the web, skyping/facetiming, watching stuff on the media drive, and playing locally hosted XBOX games. Gets to the point where pings to 8.8.8.8 average 1800ms and webpages will not even load. Plex runs great on tablets, but is virtually unwatchable on a Chromecast (which I understand is largely due to its inability to support 5ghz).
Are there any good tools out there (software or hardware) that can help me segment traffic more effectively? Also would like to create policies that limit certain devices' abilities to connect to the outside (i.e. XBOXs, Chromecast, Roku, etc).

Plex is actually two things: It’s media server software that you run on a PC or NAS drive in your home, and it’s also a vast set of client apps, that let you access the media server’s contents from devices like Roku, Apple TV, Amazon Fire TV, gaming consoles, phones, tablets, and way more. FortiClient supports split DNS tunneling for SSL VPN portals, which allows you to specify which domains are resolved by the DNS server specified by the VPN, while all other domains are resolved by the DNS specified locally. This requires configuring split DNS support via the FortiOS CLI.
